Secondly, my friend, do not suppose that a temporary tyranny is without its uses. For neither is punishment useless, and that penalties should be inflicted is actually profitable to the good or at any rate not detrimental. And therefore in all properly enacted laws punishment is included, and those who enacted them are universally praised, for punishment has the same relation to law as a tyrant has to a people.
